[Android] Cannot install APK "App not installed."

Nexus 4; Android 5.1.1.

I'm trying to install an APK I downloaded from MediaFire. However when I tap "Install" it just says "App not installed.". I tried signing the app using ZipSigner, resetting app preferences, clearing cache / data, etc. but no luck. Any ideas?
