Is my CPU dead?

This has the potential to be an all-time stupid question so bear with me please. I've been having troubles (I thought) with my mobo (long story) and just picked up a replacement unit. When I went to take off the CPU from the previous mobo, I noticed a bunch of stuff between the fan and the chip. (see images)

Is that stuff bad? Is the CPU actually the problem? Or is that normal? I'm not even going to pretend to know what I'm doing so any help is appreciated.

The CPU is an AMD Ryzen 5 1500X Processor with Wraith Spire Cooler if that helps.
