Frequently, Internet stops working for a moment and (sometimes) only temporarily starts working again after using Windows' troubleshooter.

Though I've had internet issues before, I've never had anything like this and it's been going on for at least 3 months now. Essentially, I could be browsing the web, opening webpages and such, and all of a sudden, some website wouldn't load, or it'd be stuck after loading in the background colour of the website. For example, I'm on reddit opening things with RES's expandos, and then without warning or any apparent reason, something like a youtube video would be stuck on loading. I've done a lot of things, ranging from restarting both my computer and the router, to updating my drivers and fiddling with network properties.
I got to the point where if it stops working, I'd instantly open the troubleshooter and from there, I began to notice a pattern where after the troubleshooter has run for, say, 10 seconds, the internet starts working again. I haven't noticed this problem with any other computer, besides high latency at arbitrary times. In games, the only thing I've felt is jittery ping on certain days and 2 or 3 huge lag spikes in a 30 minute match or something.
Whenever this happens, I get no indication besides the indefinite loading animation in my web browser, so I can't tell just by looking at the system tray, and can only tell if something isn't loading.
How can I fix this? Should I call my ISP? I haven't felt this problem on any other computer in the house.
