My monitors and computer start glitching out when i plug in my second monitor

At first i thought my graphics card was going out cause it was old, so i bought an Nvidia 1660 ti. That didnt change anything. I did all the usual stuff, drivers, re-boot, got a new adapter, but nothing worked. I tried switching out the second monitor with another one i had as well as the cable but i came across the same problem. I am out of ideas at this point, i dont know if there are two programs possible conflicting (GeForce & Windows?) but i really want to get back to being able to use two monitors.
