Is my HDD dead?

Yesterday, my computer randomly gave me this error: https://i.imgur.com/rje4cRG.png, but it went away after I restarted my computer.

Today, I am getting the error again, but now the hard drive is not reappearing at all.

Some things I have tried include:

* looking in disk management * checking cable connections * redoing cable connections just in case * switching where on the cable the hard drive was plugged in with one I know is working because my E drive is working fine * switching the other cable that I cannot remember the name of for some reason (USB?) * doing it with E completely unplugged but I still had C plugged in * verified it is set to enabled in BIOS

I think that the hard drive spins, but I don't know if I'm feeling the D drive spinning or if I can just feel the E drive spinning a slot away. The only conclusion I've been able to reach is that it is dead.

Does my diagnosis sound correct?
