Windows Delivery Optimization using up all of my bandwidth

Delivery Optimisation will just turn on at the most random times, and uses up all my bandwidth, meaning if I'm playing a game I will start to lag horribly. I have Allow downloads from other PCs turned off, and have limited the percentage of measured bandwidth to 5%, but it doesn't stop it. I have updates paused as well. Any clue to what is causing this?
