What would happen to the Thalmor in peacetime?

The Thalmor are obviously a heavily militant faction, and the only time they could be at peace is after the Dominion takes over Tamriel. Heck, it would likely take the eradication of Men, as even if Elves ruled Tamriel and were considered above men, the Thalmor should still conduct witch hunts and try to ferret out dissidents. But imagine that they succeed in wiping out Men. Would the faction not fade into obscurity by being obsolete, or do you think they would turn on other elven races and continue their crusade?
