NTTA, police closed freeway and diverted traffic to tollway...

About a month ago we were heading North on 35W when all traffic was diverted onto the toll way due to an accident and the police had closed it.

We traveled past an exit and left the tollway at the next available to get back on 35W... but today, I got a bill from NTTA for 12.50$.

What the heck... I and everyone else had no choice but to get on the tollway...

I will plan to call them tomorrow about this, has anyone else had this happen before?
