Festive Delivery Backpack

I still cannot get this to drop from the Hoarder. I submitted my first as it was piss poor and since I haven't been able to get it to drop. Killed well over a 100 of these loot goblins. Winter project still says submit last component which I did weeks ago. Anyone else struggling? Suggestions?
