Tinkerer exotic

I can't make the talent work, i got two smg, not named nor exotic and it don't seem to give me the secondary talent i tried with outsider talent (primary) and fast hand (secondary) to really see if the secondary talent is working and it's clearly not.

primary is a vector and secondary a pp-19 both are smg

I don't get it, any clue ?.
