Searching for a specific issue

I have the memory of an issue around the Morrison run on JLA where Superman gets his electric powers and he demands to be tested before he can rejoin the league. During that test Wally West is timing Electric Superman by being so much faster than Superman that he waiting at each finish line before Superman arrives. Does anyone else remember this? Can you tell me exactly which issue this is in?
