Woodrights Bow didn’t spawn?

I’m on Xbox playing through a voyager run. I started in MT and decided to clear out HRV and move it all to MT. This has been ongoing for days now, and I’m almost done but I couldn’t seem to find the special bow. I resorted to cheating and looking at videos when I found the right spawn, or so I think. Idk. I went to that area above the campsite near reclusive falls where there’s a frozen body and arrows. As far as I’m aware there’s also supposed to be woodrights bow. I looked at every other spawn. It’s supposed to be a 100% spawn rate in HRV, did I just simply not find it somehow?
