Help - Time Dilation Device Missing!

Am I going nuts...I have just seen tips about using the time dilation device and it seems I should already have it (I'm down on the first main world probably 10 hours into the game now).

I have the codex for how it's used (which I accidentally closed when it first came up but it's in my menu now), I vaguely recall being given it in a conversation but it's not in my gadgets to select or anything so I just assumed I needed to level up or something first. But it seems going off videos and info online that I should just have it already straight away?

Is it a bug? Is it possible I sold or scrapped it by mistake? or something else...this is driving me bananas!
