Notable characters: It may have had a famous actor. I looked up games with Dennis Hopper, and I don't think it's that one.

Notable gameplay mechanics: Definitely had an inventory system, a first-person view, and was cyber-punk.

Other details: Probably had multiple CDs. I recall you'd be looking at a scene and it was lightly animated until you took an action.

I recall the video was "interlaced", or at least had scanlines, despite being on PC. But that was probably a common technique to cut down on bytes.
