[PC] [2015 or earlier] A noir detective game with crappy graphics

Platform(s): PC

Genre: P&C quest?

Estimated year of release: 2015 or earlier?

Graphics/art style: I only remember graphics being crappy. But it wasn't pixel.

Other details: Not much to go with, right? Well what I remember vividly is the trailer. It started with the main character saying, presumably about his earnings as a PI,

>...I spend half of it on booze, and the other half on the rent of the office that looks like a mess.

And I think main character wore a classic "white shirt/black tie" in that trailer.
