[TOMT]Man who loses mecanical wings and goes on adventure with girl 2008-2010

Ok so me and my family are try to remember a movie when the main lead is a man who for whatever had mecanical wings that were cut off in the beginning of the movie. The wings were replaced by a set off boots that would give them the ability to run on air. Now some time during the movie what happens is he finds a love intrest, who then embarks opon a adventure with the male. At the end the man gets his wings back and give the boots to the girl. If im not mistaken somewhere during the adventure the girl is given the boots and theres a training montage of her getting used to them. I remember it was set in the future and was steam punk or some kind of grundge like sky is always brown type stuff. Ok thats all i remember so please help me so I can prove to my family that it wasn't X men
