Ion core not working?

Since the patch, the ion core seems to be a 50/50 thing. For example, I'll be laser coring a doomed Titan at point blank (as in there's no way that I'm missing) and the little 'x' to designate hitting does not pop up until about halfway through the core. It causes ion to become a huge target and turns an instant kill to me being doomed and not getting anything usually. Not sure if it is with just ion prime or not. Will update after I test it later tonight.
