Stuttering FPS-6700 xt

Has anyone every encountered stuttering frames when they got hit by a monarch shield sap beam. I recently switched from a 2060 oc edition gpu to a rx 6700 xt card and I now encounter stuttering only when the aforementioned act happens. Nothing of the sort has happened in any other game. please help me find out what could be causing this!
