Does an Apple Watch line count towards the max of 8 before pushing it to a 9-12 line plan?

Hi all,

Wanted to ask if an Apple Watch line would count towards the max of 8. I have 7 now and wanted to add a free line but I won’t in case I get a cellular Apple Watch in the future if doing so would push me to a new plan for 9-12 lines.
