Need help with license

Hey everyone, me and my wife moved to Torrance earlier this year (from Mexico) and the DMV has been giving us a really hard time getting our license, would anyone be able to help with doing the actual driving test? DMV asks for someone who has a Cali license and a car with registration and insurance in Cali

We already tried using our own Mexico licenses and Car registered to my name, we also tried rental cars without success

(I’d be more than happy and willing to pay)
