DeI R2 - AI army range bug?

Is there something that causes enemy armies to have 2-3 times the range of my own. My armies have just normal range of units, no siege. And the enemy is just completely leaving me in the dust in the same territory (my own as matter of fact).

I wonder if i am missing out on something (their stats indicate no excessive bonuses), is it a bug of some sort?
