Legitimacy without fighting

I am playing as Seti and became Pharaoh quite quickly but I've been strugling to reach 300 legitimacy because a big chunk of my legitimacy comes from battles. I am at turn 80. Is it possible to get high legitimacy without owning literally all of Egypt and Kush? 1 legitimacy from sacred land seems low.
