Why so low numbers of people completing campaings?

I've got an achievement yesterday for completing Tarchuna campaign and noticed that only 0.1% of players have it. Thus, a miniscule amount of players completes even the easiest campaign in Rise of the Republic DLC. Why is the number so low and why these 99.9% even bother to buy DLC?
