Where did the Empire Captain and Warrior Priest `recruit rank increase go ?

Hello there, i might be a bit late to the party, but i now played the new patch and there is no visible option to increase the warrior priest recruit rank globally anymore. Why did the not give the warrior priests a tier 4 and 5 option for their building / kept the imperial academy and shifted some buffs. Right now there seems to be the option to increase recruit rank for wizards and engineers but the other 2 don't get the option ? is there a reason for this ? Am i missing something. Sry if this was already discussed.
