Beastmen locked out of Ultimate Victory?

So I'm playing my first Beastmen campaign and got Wood Elves as my end game crisis. I finally got through and killed them, setting up herdstones as I went, while razing everything else. I'm now looking at my Ultimate Victory conditions and it says:

1. Destroy or vassalise the 3 WE factions (done).

2. Control at least 2 of the following settlements through direct control or vassalisation: Laurelorn Forest, Waterfall Palace, King's Glade.

Well I destroyed Waterfall and King's Glade and they're both within the influence of my herdstones. Can I just not get a win as Beastmen for Ultimate then? I tried abandoning my herdstone and establishing one on the required settlement but it wouldn't let me.
