Can you ever recover devastated regions?

Hi

I just started a game as Nagash, and Skarbrand attacked the final settlement Setra had and devastated it, the timer went down but i still can't colonise it, Its only around turn 10, is it gone for the rest of the game? I have tried with a general and it wont let me interact with it, and when i use an agent they just scout it and say nothing is there.
