Democracy and "Freedom is the Right of All Sentient Beings"

I try to live my life with Optimus as a role model. Freedom, maximizing wellbeing and minimizing suffering are the core axiomatic goals of my politics. I try very hard to be as gentle as possible in all things. With this in mind, it's become my position that democracy needs dramatic changes to be made to ensure we can maximize freedom and wellbeing for as many people as possible. Democracy is effectively a declaration of consent from the people and like anything else to do with consent, "enthusiastic informed consent" is what we're going for. We require it for surgery and such. It basically means that someone needs to know exactly what is going to be done to them and agrees without any form of coercion. Let's say there's a massive demographic of people within a democratic country that do not meet the bar for informed consent. They're the most propagandized to people in the world and trillions of dollars have gone into making them the least class conscious human beings imaginable. They are no longer "informed". With that in mind, letting them vote without informed consent is dangerous for everyone including themselves and would lead to further reductions in freedom and wellbeing down the line.

How would Optimus' philosophy treat this problem? Does taking away the right to vote from uninformed consenters sound like something he would do? In maintaining the freedom to enact political power by the deceitful and misled, would Optimus not be risking freedom broadly? At what point does Optimus cross the line between tolerance of disagreement and preventing the uninformed voter from voting in a less free future?

Also keep in mind that Optimus himself is not perfect. In his original bio, his biggest weakness is his compassion and that he could have been a better military commander or leader but then, he wouldnt be Optimus Prime.
