How BotW 2 could have themed item-locked dungeons and still be completed in any order.

I think it would be cool to bring back the classic items (or reinvent them as magical arm abilities) for themed dungeons. A way this can be implemented and still allow the sequel to feel as open as the previous version could be similar to ALBW's design. Rather than obtain the item in the dungeon, the dungeon should only be accessable by using it's corresponding item.

ALBW used Raavio's shop to implement this function and while it was a fun mechanic, it would feel too small for a BotW sequel. Instead of buying the item, each dungeon should have an interesting story quest chain that ends with Link obtaining a new item / power (perhaps by completing a mini dungeon in the sky). that item would then be required to gain access to the main dungeon and used to complete the puzzles within.

This would be similar to how each divine beast has a series of quests to complete before gaining access, but the quest could be expanded on a bit more and require going to different sky islands to unlock the items / power.

I also gave some thought to the magical arm and think it would be cool to reinvent classic Zelda items as magical arm powers. For example:

1.) The grappling hook. Link could extend his arm and attach to certain anchors to swing from place to place in areas with no climbable surface. Could update it to feel more like spider-man for fun mobility and could activate unique switches.

2.) Hookshot. Could function similarly to the original game but, again, Link would extend his magical arm to quickly pull himself toward a surface. Could have fun combat possibilities by pulling enemies toward you.

3.) Roc's feather. They have given Link the ability to jump. Now they need to go crazy with it. Link can use his arm to create magic platforms for a double jump. Could be upgradeable to add a triple jump or side jumps in the air. This would give link an insane mobility boost and would help him traverse obstacles through surfaces with no anchors or climbable surfaces. Would make combat insanely fun.

4.) Slingshot. Link can use his arm to launch items from his inventory at enemies or for puzzles. This one is iffy to me though since it would require pausing and selecting items often which would break up the flow of gameplay.

5.) Deku nuts. The arm could have a light based power that could blind enemies, activate artifacts and make a pathway through malice or shoot guardian style blasts for quick short / medium range combat.

6.) Gust jar. Could be a shield attachment or a magical ability. Create a continuous flow of wind going the direction you're facing. Definitely an ability I wanted in the original BotW. Could help you glide over deep chasms to reach a wind dungeon and just for fun gameplay possibilities.

That's really all the items I can think of at the moment. How do you think dungeons and items should be handled in the game? Would you rather the classic items or magical arm abilities? And also I'd love to hear more item ideas.
