Where is the mithril belt buckle seller?

I've searched everywhere for information in Reddit, Discord, the database and I haven't found an answer. According to the database, it's Gordon Hardfoot, but the map where his location is indicated shows an inaccessible place. I tried everything to get there, but I couldn't. Is this a bug? Is there a hidden way to get there? Please help me.
