Drivers who cancel to pick up a surge fare?

I've had several instances over the past few days where a driver has confirmed a pickup, the ETA hasn't moved (10 minute ETA, and then 8 minutes later it's still 10 minutes), and then the drive cancels. When I request again, there's always been a higher surge in effect.

I suspect that these drivers are watching for surge pricing somehow and cancelling when they think they can get a surge fare. Of course, a driver cancelling on me really messes up my timing.

Can drivers who have accepted a fare see if surge pricing has been established while they're enroute (and thus, see that they're missing out)?

Is there anything I can do to prevent drivers from cancelling on me?
