Food thrown away at dining halls

I was wondering what the policy is for food at the end of a shift. Seems like time and time again, once the dining centers close, they all throw away all the food, and every time that I have gone before they do close, they don't seem to try and increase portions towards the end of the shift. Is there something that I am missing? Or can they not give people more food close to closing?
