Need help setting up cache correctly

Currently I am just using my nvme cache for appdata and to download to- then copy manually to my array from there. I noticed my cache is now full although the files don't actually show up (mover not doing anything) and appear to still occupy space on the cache even after using Unraid file copy utility. What am I doing wrong? Why is my cache full but the files show up on the shares of my array?
