Want to make a over top, turn based game

I'm an audio engineer that has no experience with game programming but have an entire database for a game, is it possible to hire people to help me program it? Not looking for assets or anything pretty but want to make a "proof of concept" what are the steps to making this happen? Looking for advice from a friendly community! Thank you in advance!
