Student trainee positions “no comment”?

So, I’m two years out from defending and finishing my PhD right now and have worked a state job for about a year and a half now. A few Student Trainee positions came to my attention and I applied along with some grant and environmental science work positions (which is what I have experience and my degree in). It’s been a month and they’ve turned to “Application Receieved” and “No Comment.” A few other ones I’ve applied to that aren’t student trainee spots are updated to “Eligible to apply but did not place among the top candidates.”

Any advice? Does the “no comment” after so long mean I wasn’t selected or am I just being too impatient and trying to compare apples to oranges?
