Dry clean curtains upon move out?

Hi all. Moving out of apartment. Old, well used apartment. Manager wants curtains dry cleaned with receipt proof. I intend to leave the unit clean and nice. When I moved in, the previous tenant hadn't cleaned, facial hair in sink etc.... Anyway, am I obligated to drop 100 bucks on previously tattered curtains. Tenancy Act just says reasonably clean. I leave the decision in your capable hands r/vancouver. Keep smiling.

Edit: I don't smoke or have pets if that helps
