Can't transfer number

I've been trying for a week to transfer my phone number from our old family account to a new personal one. The line transfer fails every time: when I do it, when the other account manager does it, and when Verizon tech support does it. Everything is paid up, I have access to all devices and numbers involved, but they can't even give me a reason why it's failing.

I've spent dozens of hours on this by now and I'm losing my mind having to verify access *hundreds of times* for every little step. Does anyone have any leads?
