Immigrants Only Assimilating in to Craftsmen

I'm in the middle of a Gran Colombia game where I've conquered Costa Rica. After a few years of immigrants not assimilating (since I had 0 north Andean pops in any costa rican provinces) eventually some unemployed craftsmen moved and every immigrant began assimilating to craftsmen and only craftsmen. The result being provinces throughout costa rica and panama where there are 70%+ craftsmen in 1855. This is obviously not ideal, and has been bankrupting my fledgling industry. Trying to convert them to farmers just has the north andean craftsmen join the central american (non accepted) farmer pop, essentially assimilating them into unaccepted pop. The same thing happens if I close the factories, the pops simply convert back to non accepted farmers.

So I'm wondering if anybody as any advise as far as forcing your primary lower class pops (other than craftsmen) to move. Basically all I need is a single farmer pop to move to a conquered province, but getting them to migrate seems impossible and I find it likely they would be automatically combined with the larger unaccepted farmers. Alternatively, if anybody knows if a decision could be created to move say 100ish farmer pops from your capital to a particular province (or preferably all provinces without primary farmers/laborers), that would be amazing. But this may be outside of Vic's modding scope.

This is HPM if it's relevant, but I'm fairly certain there's the same problem in vanilla
