General strike issue

Anyone else had this happen? I already had Worker Protections and whatever the highest other option was and got the general strike within 5 years event, but because I already have the highest my very high clout labor unions won’t go back to Wage Subsidies.

In general strike now seemingly with no way out. Can’t bolster with my current laws either.
