Shipping cuttings from Malta to the USA? Oh how illegal...

I was searching google for a picture of grapevine cuttings to use in a document and I ran across this listing. Of course, there is no way to report this stuff without a lot of hassle in eBay itself. We can barely get cuttings across state lines around here!
