vCenter HA, maintenance mode, VM recovery interactions

Say we have a 3 node cluster, with an ESXi host we need to physically relocate to another enclosure. DRS and HA are enabled for the cluster. The nodes are all connected to shared storage.

We place the target ESXi host in maintenance, but there are VMs on this server that can't be vMotioned, so are powered off instead.

During the maintenance the host suffers a hardware fault and can no longer be powered back on.

Would HA automatically attempt to restart the effected VMs on another node when the ESXi host was first powered off? Even though the host was placed manually into maintenance first?

Can you manually relaunch the effected VMs, given you still have access to their vmdk files on the storage? Just manually reregister them with another node?

How would this effect vCenter? The ESXi host with the effected VM still believes it's hosting the powered off VMs.
