need help with Golang extensions installing in project's vendor folder

When I open a Golang project in VSCode, it prompts me that one of the extensions (Go Outliner) is missing from the project. When I click the "Install" button, it installs in the project's vendor folder. This is counter-intuitive to me, and not what I want. I have manually installed the extension globally, but it still prompts me to install when I open the project in VSCode. This is not the first extension to do this, so I suspect this is a VSCode thing.

Is there a config setting to change this behavior? I've tried searching but I'm not getting good results. Any ideas are appreciated.
