Why do you need Celerity 9 to run across water?

So, balancing the dark moments and light moments of a campaign is important. One thing that would be a “light” moment is a celerity-based character getting a lesson from a Mage on how to run across water.

You know - something to show that even if being a vampire sucks, you can still do the things that normal humans can do.

Here’s the thing: you need to be a Methusaleh to run across water for no reason.

Physically speaking, you need to run about 100 meters in a single round to run across water. This means that, realistically speaking, Celerity 3-4 is all you need.

So, why does running across water require that weird-ass Dark Ages power that is equivalent to running at half the speed of sound?

I get that Vampires predate science and work on esoteric principles, but typically that is to the benefit of the Vampire. Being nerfed by those principles outside of the Curse aspects is something I’ve never seen before.

It isn’t game breaking to be able to move across water anyways. Why is it so high level? Is there some magical restriction on vampires and swimming or something? Or did the developers just forget again?
