Are you forced to put points into haven and resources?

Me and my friends are brand new to VTM. We completed our 2nd session this last weekend and something's pissing me off.

My Bruja has 4 dots in intelligence, 4 in Academics, 2 in Technology, 2 in science, and the reason is he's a former hacker for the DoD.

Since he doesn't have any points in Haven and/ or resources does the game consider him homeless and broke?
