Is this normal?

I just came across a level 30 rank silver II player that took practically my entire team ( including 2 titans, both of which he killed) ) to take down. ( He was not in a titan) The guy was healing very often and switched between both aegis and absorber shields. I'm not sure which bot he was using, but it was equipped with some of the acid weapons. He had over 3m damage by the end of the match while everyone else had roughly 1.3m and under.

How exactly are players like this supposed to be fought?
