Compliance visit

Right now the compliance Person from head office is wandering around the store with an iPad And so far we aren’t doing good with the whole compliance rules. My question is why is the one best way and compliance two different sets of rules and further more if it’s wrong why are we doing it? Anyone else have this visit and failed? And further more how stupid can they be to send all stores so much freight that they can’t put it out or anywhere and then come in and tell us we aren’t compliant with the rules like really?
