Is the Argent Crusade, and the Plaguelands, essentially a nation unto itself?

Withe the Plaguelands restoration and the prevelant presense of the Argent Crusade and Silver Hand Knights in settlements, are the essentially acting as a minor sovereign neutral nation of sorts?
