I live in DC, have a learner's permit I got while living in VA, and do not own a car or intend to get one. If I want to get a driver's license how should I go about it?

Can you do driving school that gets you the license? Is it possible to transfer the permit to DC and take road skills test?

My google-fu is failing me here, most stuff I find about getting a DL in DC kind of assumes you already have a DL in another state, or assumes you are getting your learner's permit in DC first and also have access to a car.

I might be able to borrow my parents' car from VA, but it's not particularly convenient to go to VA to practice driving and I assume I can't take the road skills test in VA since I reside in DC.
