Pedestrians and Roundabouts

This discussion is inspired by this article on the CityNews Kitchener website this morning: https://kitchener.citynews.ca/police-beat/pedestrian-charged-after-crash-in-kitchener-4974531 - about a pedestrian being charged for failure to yield in a roundabout.

I'm curious as to what everyone's understanding of the rules regarding pedestrians and roundabouts are. I personally have never crossed on foot through one, however when driving, I've always yielded the right of way to the pedestrian crossing within the marked lines. The Region of Waterloo website confirms that "Pedestrians go first. When entering or exiting a roundabout, yield to pedestrians at the crosswalk.". That said, pedestrians are also instructed to wait for a gap. Does anyone else find the way the wording is presented regarding pedestrians in roundabouts clear as mud? We don't know the exact specifics of above-mentioned incident (ie. If pedestrian was crossing in an unmarked area), but does it seem strange that charges would be filed against a pedestrian?
