Best practice for implementing a Member's Area in PHP?

So I'm building a website with a memebrs area with a signup/login page. Are there any resources on common/best practice on the subject in terms of security/usability?

Also: are there any popular free plugins/frameworks/scripts to accomplish this rapidly?
