Rookie mistakes and junked Webers

Hi, I scrounged up a junked weber kettle grill and later on noticed there are no bottom vent covers. The whole middle froze up in rust and the little "blades" on the inside of the kettle are nowhere to be found. I guess that's why it was junked right? Is there any use to this grill with permanently opened bottom vents? Can I still sort of grill? Will not being able to cut off the air to the kettle be a problem?
